Artist name appears to be Alice Mieliauson but is hard to decipher. Frame has some minor wear and patina. Behind plexiglass. The plexiglass seems to bow out towards the right front of the frame, likely from age and temperature. It may be able to be pushed and secured back in or replaced. The paper has a small spot of brown on left middle from age and exposure.
